11th Congress of PVChem Party Committee: Striving to Contribute to Petrovietnam’s Double-Digit Growth

Strengthening unity, establishing corporate culture as a foundation, and striving for comprehensive development in production, business, and services with double-digit growth are key goals committed to by the PVChem Party Committee at its 11th Congress, with the highest level of determination.

On May 20, in Hanoi, PetroVietnam Chemical and Services Corporation (PVChem) held the 11th Party Congress for the 2025–2030 term. Attending the Congress on behalf of the Party Committee of the Vietnam National Oil and Gas Group (Petrovietnam) were Mr. Bui Minh Tien – Member of the Party Standing Committee, Member of the Board of Members – along with representatives of Working Group No. 5 of the Party Committee. On behalf of the PVChem Party Committee were Mr. Truong Dai Nghia – Party Secretary, Chairman of the Board; Mr. Duong Tri Hoi – Deputy Party Secretary, General Director; members of the Party Executive Committee, Board of Directors, Executive Board, and 60 delegates representing 116 Party members of PVChem.

In his opening speech, Mr. Truong Dai Nghia emphasized that this Congress is a significant political event, marking continuity and the promotion of achievements from the previous term while setting out directions, goals, and key solutions for the 2025–2030 term. It is an opportunity for the entire Party Committee to demonstrate intelligence, democracy, and solidarity, identifying breakthrough strategies to comprehensively develop PVChem and positively contribute to the development goals of the National Oil and Energy Group.

In its political and self-assessment reports for the 2020–2025 term, the PVChem Party Committee reviewed achieved results, acknowledged limitations, and drew lessons to develop plans and solutions for the next term. During the 2020–2025 term, PVChem basically met its growth and state budget contribution targets. Units operated efficiently, preserved and developed capital, fully fulfilled obligations to the State, and improved the material and spiritual well-being of employees. Restructuring and enterprise innovation efforts were actively implemented. The leadership team was consolidated to meet production and business needs. The grassroots Party organizations continued to play a core political leadership role within the Corporation and its subsidiaries. Socio-political organizations also operated effectively, engaging in patriotic movements and social work.

Regarding the overall goals, the Party Executive Committee of PVChem affirmed that in the 2025–2030 period, PVChem strives to become a leading chemical supplier in Vietnam for the oil and gas industry and other sectors, with recognized regional and international reputation. Upholding the core values of “Professionalism – Efficiency – Sustainable Development,” PVChem aims to improve the quality of products and services, foster sustainable business development, invest selectively and effectively, harmonize the interests of shareholders and customers, and make practical contributions to the development strategy of the National Oil and Energy Group.

In his directive speech, Mr. Bui Minh Tien praised the significant achievements of the PVChem Party Committee in the past term, particularly in science and technology, charter capital increase, and enterprise restructuring. The 2025–2030 term is when Petrovietnam expects breakthroughs from its subsidiaries, including PVChem, aiming for double-digit growth. Thus, the Party Committee must clearly define specific tasks:
(i) Develop a comprehensive development strategy and translate it into programs, resolutions, and plans to guide grassroots Party cells, the Board of Directors, Executive Board, and units; (ii) Assign clear responsibilities, avoid overlap, and regularly monitor implementation for serious and effective execution; (iii) Improve governance processes with flexible, transparent mechanisms suitable for a service enterprise model, avoiding procedural bottlenecks; (iv) Enhance leadership capacity at all levels, especially within subsidiaries; (v) Restructure and innovate business models, reduce internal competition, and build a high-quality engineering workforce; (vi) Promote training, talent development, and retention policies; (vii) Build the Party and foster political and ideological work, embedding corporate culture as a core value in sustainable development; (viii) Continue investing in science, technology, digital transformation, and intellectual property, increase the intellectual content of products and services, and apply international research to PVChem's areas of operation.


Delegates vote during the Congress

During the Congress, delegates elected the 11th PVChem Party Executive Committee for the 2025–2030 term, consisting of 12 members. Delegates to attend the 4th Party Congress of Petrovietnam were also elected. The Congress heard the consolidated report on contributions to the draft documents for the 14th National Party Congress and the 4th Congress of the Petrovietnam Party Committee. Flowers were presented to members of the outgoing 10th Executive Committee who did not continue into the new term. Party cells also contributed presentations and opinions to the Congress.

At the first meeting of the new Executive Committee for the 2025–2030 term, Mr. Truong Dai Nghia was re-elected as Party Secretary, Mr. Duong Tri Hoi was re-elected as Deputy Party Secretary, and Mr. Vu Chi Cong was elected as Member of the Party Standing Committee and Chairman of the PVChem Party Inspection Committee, with strong consensus.

In his closing remarks, Mr. Truong Dai Nghia expressed gratitude to the leadership of Petrovietnam for their constant support of PVChem's development. He emphasized that each Party cell and member must urgently develop specific action plans, focus on key tasks, and enhance oversight in implementing resolutions to achieve clear changes in the new term. The Congress called on all staff, Party members, and employees across the Corporation to uphold responsibility, promote patriotism, overcome difficulties, and redouble efforts to successfully achieve the established goals and tasks — maintaining the commitment to double-digit growth for the new term and contributing to Petrovietnam’s high-growth targets for 2026–2030, with a vision toward 2050.

The 11th Party Congress of PVChem concluded successfully, reflecting the strong will, aspirations, and confidence of all Party members, officers, and employees in a renewed, dynamic, and breakthrough term ahead for the Corporation.
